As of January 1, 2004, the three stage process of implementing the Personal Information and Protection of Electronic Documents Act (PIPEDA) was completed. Essentially, PIPEDA establishes clear ground rules for the management of personal information in the private sector and attempts to balance the rights of the individual to privacy with the need for organizations to collect, use or disclose personal information for legitimate business purposes.

The Act states that personal information must be collected with consent and for a reasonable purpose, used and disclosed for the limited purpose for which it was collected, accurate, accessible for inspection and correction, and stored securely.
